He was born on September 12, 1955 in Goychay region of the Republic of Azerbaijan.
In 1972, he left Goychay district secondary school No. 1.
In 1973, he entered the faculty of General Economics of the Azerbaijan Institute of National Economy named after D. Bunyadzade, majoring in Political Economy.
In 1978, he graduated with honours with a degree in economics and political economy.
In 1978-1981 he worked as a teacher of political economy at Ganja Polytechnic College, in 1981-1995 at the Azerbaijan Agricultural Institute.
In 1992, he defended his thesis and was awarded the title of Candidate of Economic Sciences.

1995-2004 – Head of the Department of Economic Sciences at the Baku State Commodity-Commercial Institute;
2004-2005 – Deputy Dean of the faculty of Business Administration;
Since 2005, he has worked as a deputy dean of the “Finance-2” faculty.
He is currently an associate professor of the department of ‘’Theoretical and Practical Economics’’.
He is the author of more than 50 different scientific works.
Married, has three children and a grandson.
