He was born in 1939 in Baku.
In 1963 he graduated from the Law Faculty of Azerbaijan State University.
He served in the army in 1963-1965.
In 1965-1968 he studied at the graduate school of the Institute of Law in Sverdlovsk and defended his dissertation on international law.
In 1968-1971he worked as a researcher at the department of International Law of the Institute of State and Law of the USSR Academy of Sciences;
1971-1974 – Senior Lecturer at the department of International Law, Peoples’ Friendship University named after P. Lumumba;

From 1974 to 1977 he worked in the diplomatic corps of the USSR Embassy in India.
From 1977 to 1990 he was an associate professor at the department of Law of the Moscow Financial Institute;
1990-1991 leading specialist in the “Law” department of the Supreme Soviet of the Republic of Azerbaijan;
In 1991-1997, he worked as the head of the “Law” department of Azerbaijan State University of Economics.
On September 9, 2009 he defended his doctoral dissertation at the Specialized Defense Council of the Academy of Public Administration under the President of the Republic of Azerbaijan. He is a doctor of juridical sciences.
He is the author of about 50 scientific works and 3 monographs.
He is currently a professor-consultant at the UNEC Department of Economic Law.
He is married and has two children.
